Meet the Staff

Raymond Valadez
Chief of Staff


Raymond’s duties and responsibilities include handling all zoning and landmarks matters, residential and commercial development issues, building permit issues, and liquor license applications. He also is the office liaison to the CHA and the local Chambers of Commerce and the Special Service Areas.

Raymond received a Political Science degree from the University of Illinois and an M.A. in International Affairs from American University. He lives in Humboldt Park with his wife and 13 year old daughter.

Orlando Moreno (no relation)
Aldermanic Aide


Orlando handles all Streets and Sanitation issues for the ward. He processes Refuse Rebates and is the office liaison to the Departments of Human Services, Animal Control and the United States Postal Office. He also handles any tenant/landlord concerns.

Orlando graduated from Dominican University with a B.A. in Political Science. He lives in Wicker Park.

Rocio Varela
Aldermanic Aide


Rocio handles issues related to public safety and crime. She is the CPD and Park District liaison in our office. She organizes the 1st Ward Satellite Offices and is our intern supervisor.

Rocio served in the Navy for ten years, before receiving her B.A. in Political Science from DePaul University. She lives in Logan Square with her two children.

Jerry Mandujano
Aldermanic Aide


Jerry works on issues relating to CDOT (Dept. of Transportation), traffic and legislative issues. Additionally, he is responsible for the ward infrastructure menu.

Jerry graduated from Michigan State with a B.A. in Comparative Cultures and Politics. He lives in Logan Square.


Carlos Diaz
Aldermanic Aide


Carlos is the office liaison to the Department of Water Management, organizes property tax workshops, and staffs the Committee on Economic, Capital and Technology Development.

Carlos graduated from the University of Illinois at Chicago with a B.S. in Biological Sciences and a minor in Chemistry.  He has been living in Logan Square since before hipsters thought it was cool.
